What is the EU ETS for shipping?+
The EU Emissions Trading System (EU ETS) was extended to maritime transport from 2024. Shipping companies must surrender carbon allowances for CO₂ emissions on voyages within the EU/EEA and 50% of emissions on voyages to/from the EU. The phase-in is 40% in 2024, 70% in 2025, and 100% from 2026.
How is the CII rating calculated?+
The Carbon Intensity Indicator (CII) rating is calculated as Annual Efficiency Ratio (AER) = total CO₂ emissions / (DWT × distance). The result is compared against IMO reference lines to assign a rating from A (best) to E (worst). Vessels rated D for three consecutive years or E in any year must submit a corrective action plan.
What is FuelEU Maritime regulation?+
FuelEU Maritime (Regulation 2023/1805) sets limits on the greenhouse gas intensity of energy used on ships calling at EU ports. The GHG intensity must decrease by 2% from 2025, 6% from 2030, 14.5% from 2035, 31% from 2040, 62% from 2045, and 80% from 2050 compared to a 2020 baseline of 91.16 gCO₂eq/MJ.

EU ETS costs depend on your vessel's fuel consumption, fuel type, trading pattern (intra-EU vs. international), and the carbon allowance price. For example, a Panamax bulk carrier burning 8,000 MT of HFO per year with 50% EU exposure would face approximately €600,000-800,000 annually at current EUA prices (~€100/tonne CO₂). Which vessels are covered by EU ETS and CII?+
EU ETS applies to vessels of 5,000 GT and above. From 2025, general cargo vessels of 400-5,000 GT are also included. Offshore vessels of 400+ GT join from 2027. CII requirements apply to all cargo, RoPax, and cruise vessels of 5,000 GT and above engaged in international voyages.
